The National Development and Reform Commission recently officially announced the fifth batch of national key energy-saving technology promotion catalogues. The catalogue includes 49 energy-saving projects with an investment of about 1.06 billion yuan. It is estimated that by 2015, the total investment in the promotion of these energy-saving technologies will exceed 130 billion yuan. The fifth batch of catalogue covers 12 industries including coal, electric power, steel, nonferrous metals, petroleum and petrochemicals, chemicals, building materials, machinery, light industry, construction, transportation, communications, etc., including engine intelligent cooling technology, highway electronic non-stop charging technology, and hybrid Power AC transmission shunting locomotive technology, rotary cutting high-temperature top-top burning hot-blast stove energy-saving technology, sintered brick tunnel kiln radiation heat transfer type waste heat utilization technology. The current promotion ratio of the technologies contained in the catalogue is low, and the proportion of some technology promotion is less than 1%. It is estimated that by 2015, the promotion ratio will increase significantly, and by that time, it will bring in a total energy saving of 37.82 million tons of standard coal per year.
In addition, the National Development and Reform Commission announced the completion of energy-saving targets in various provinces and cities in 2011. The over-completed areas include 10 provinces and cities such as Beijing and Tianjin; the completed areas include 8 provinces and cities such as Jilin and Heilongjiang; the regions that have completed the annual energy-saving targets but are behind the “12th Five-Year†energy-saving targets include Inner Mongolia, Liaoning, etc. There are 6 provinces and cities; the unfinished areas include 6 provinces and cities such as Zhejiang and Qinghai.
