China's first round of offshore wind power project development in 2012

As the development of onshore wind power slowed down, offshore wind power closer to the power load became the focus of attention in the industry. However, compared with the enthusiastic participation of the wind power industry and the ambitious planning of the National Energy Administration, the reality of offshore wind power is much colder. Since the results of the first round of offshore wind power concession was announced in October 2010, nearly two years have passed. The first batch of four projects have not been started and it is still a piece of Bohai water.

The first round of offshore wind power tendering projects existed in a legal sense. But in reality, it has already existed in name only. On May 30, Li Junfeng, deputy director of the Energy Research Institute of the National Development and Reform Commission, said at the 2012 Shanghai International Offshore Wind Power and Wind Power Industry Chain Conference.

Li Junfeng said that because the National Oceanic Administration and the National Energy Administration did not do a good job of coordinating the planning, after the bidding, it was discovered that the location of the original wind farm had changed and extended outwards, and the water depth had also changed. It is hard to say whether the original price was effective.

China has high hopes for offshore wind power. According to the National Energy Administration's plan, China hopes that offshore wind power capacity will reach 5GW (1GW=1000MW, 1MW=1000KW) by the end of the 12th Five-Year Plan period and reach 30GW by 2020.

Referring to the tender for the first batch of offshore wind power concessions, Liu Qi, deputy general manager of Shanghai Electric Wind Power Equipment Co., Ltd., said with emotion that for nearly two years, it still could not advance. Shanghai Electric was one of the three equipment companies that won the bid in the first round. But the problem now is that government departments lack overall planning. Liu Qi stated that Shanghai Electric and Shandong Luneng had won the bid for the Dongtai project of the National Energy Administration, but later the department of the sea claimed that the block was a nature reserve. Therefore, we requested that we need to drive 10 kilometers from the place to the deep sea. This involves the maritime affairs bureau, the ocean bureau, the military, the submarine cable, the fisherman and so on question. The procedure must be repeated and it is very complicated. According to my understanding, the address of the first four projects of the year was changed. Now we need to start a comprehensive lack of foundation, lack of coordination and cooperation from the relevant national authorities, as well as legal and legal support.

Another offshore wind power producer Huarui Wind Power also bluntly stated that the change of wind farm site had a significant impact on it. According to data provided by Sinovel, in the first round of bidding, Sinovel won two offshore projects with a total of 600MW in Binhai and Sheyang, and the remaining two wind turbine manufacturing companies won bids for Dafeng and Dongtai 200MW intertidal zone projects. Hua Rui, chief strategy officer of Huarui Wind Power Co., Ltd. expressed emotion that during the entire planning period, the coordination among various departments was not enough. The fans required for the first phase of tendering were all well-made, but the project was stagnant and security could not be improved. Do you say that the impact is not great? There are several projects involved.

This is not only the problem of the State Oceanic Administration, but also all aspects of the functional zoning. All units involved in the use of the sea must coordinate and divide the functional areas. According to Shi Pengfei, deputy director of the Wind Energy Committee of the China Renewable Energy Society, the basic idea of the Ocean Shipping Authority is of course to hope that the power supply plant is farther away from shore. However, as far as wind power is concerned, the water depth will increase the cost risk. Therefore, there is a repeated negotiation process.
