Shaanxi: Five Measures to Strengthen the Prevention and Control System

In 2015, the comprehensive management of social security in Hancheng City, Shaanxi Province was based on “five measures” to strengthen the construction of public security prevention and control systems, and to build a public security prevention and control network to create a safe and harmonious social environment for the people.

The first is to improve the construction of video surveillance. Accelerate the construction of the public video surveillance network, 110 alarm center and emergency command center. There will be 500 public video probes and 25 high-definition smart card ports throughout the year. Strengthen the technical protection facilities in the old social districts, build 2,000 video “small probes”, and realize resource-linked and highly-shared social video surveillance in the city.

The second is to strengthen grid patrol management. Strengthen the three-level patrol network in streets, communities (villages) and communities (villagers groups) to improve the full-time community **. Relying on mobile policing platform vehicles to establish "mobile policing workstations" to create a "home front door" police station, and through the expansion of functions, extended services and rich connotations, strengthen the workstation's security propaganda, patrolling prevention and control, law enforcement, convenience services and other functions .

The third is to do a good job of grass-roots group prevention and management team building. We will promote the standardization of the community patrol office to maximize its role as a force in the prevention and control of public security. We will use 10,000 “red armbands” peace volunteers, and the security center’s heads of households and other groups of defense organizations to take down preventable cases.

The fourth is to strengthen the railway protection and defense work. Closely centering on the railway “anti-terrorism explosion protection” work focus, vigorously strengthen investigation and resolution of disputes involving road conflicts, strengthen the improvement of the problem of prominent public security along the railway line, and increase the publicity of road protection for the roads to ensure safe and smooth railway transportation within the city.

Fifth, speed up the construction of an integrated information governance platform. Do a good job of actual population management and establish a residence permit system. Strengthen special population service management and carry out “rain dew action”. Strengthen the establishment of detoxification centers and detention centers, improve the construction of community correction bases and Xinhang station, use a group of real projects to effectively solve the problems of special population management, and allow special people to integrate themselves with self-esteem.
