Due to the aging of production equipment and serious shortage of production sites, the transformation of technological achievements and the further development of the industry were greatly restricted. In 2009, the State Council promulgated the "Equipment Manufacturing Industry Adjustment and Revitalization Plan" to include high-grade precision abrasives in processing aids as the key development direction, and provided policy support for the development of high-grade superhard abrasives. Under this background, the institute proposed the construction of “Zhengzhou Abrasives Grinding Research Institute High-efficiency Precision Superhard Material Product Industrialization Base†and “National Superhard Materials and Products Engineering Center Industrialization Baseâ€. 
The base covers an area of ​​100 mu and has built a first joint factory building and a comprehensive product building with a construction area of ​​more than 30,000 square meters. The newly added equipment is nearly 500 sets (sets), and the resin, ceramics, metal and electroplated super-hard material grinding are built. With a number of production lines. The base construction adopts the latest technology developed by the institute. The technical level, quality level and production capacity of the products have been significantly improved. The overall technical level of the products has reached the advanced level of similar foreign products, resulting in significant economic and social benefits. In 2010, operating income increased by 71% year-on-year, total profit increased by 50% year-on-year, and foreign exchange earned by exports increased by 164% year-on-year. 
The completion of the base has solved the bottleneck problem that has long restricted the industrialization of the institute, further improved the research and development and industrialization conditions of the institute, accelerated the transformation of technological achievements, and realized the large-scale production of various high-efficiency precision superhard abrasive products.
