According to the guests, in order to effectively safeguard the lives and property safety of the people in the city, starting from December 1, last year, the city launched a five-month centralized crackdown and prevention of "theft and robbery" crimes. The operation focused on the six aspects of "whole police strike", "whole police chase and escape", "whole police collection (rule)", "whole police collection", "precise prevention and control" and "precision rectification". Attacks and in-depth attacks have achieved obvious results.

In terms of cracking down cases, from January 1 to March 20, the city's cracked criminal cases increased by 43.71% year-on-year; the number of criminal detainees rose by 20.55% year-on-year. Among them, the "two robbery" case detection rate was 85.11%, reaching a record high.

In terms of combating telecommunications fraud, from January to March, the city's telecommunications fraud cases received a police stop payment rate of 100%, successfully stopped paying 697 bank cards, and the stop payment amount was more than 11.28 million yuan.

The guests said that in recent years, the public security situation in the city has been greatly improved. As far as "two robbing" cases are concerned, the city's average daily number of cases was about 28 cases five years ago, but the data was less than two in the first quarter of this year.

However, the guests also admitted that in actual work, after the police found that some citizens were stolen or deceived, the phenomenon of inactive police still exists, and there is also the psychology of "confessing to bad luck".

Therefore, the guests suggested that the public should report to the police no matter how much property is lost when they encounter various cases of "robbery". Keeping away from "theft and robbery" and raising awareness of prevention is the key.

1. How to prevent residential theft?

Guests: First, try not to store a lot of cash at home. It is best to have a place for valuables, such as a safe, in your home. Second, high-end commodities such as televisions, laptops, cameras, mobile phones, etc. are also the main targets of thieves' theft. Care should be taken to keep the invoices and other bills left. Once stolen, the relevant information of these commodities can be provided to the public security organs as the basis for investigation. Combating telecommunications fraud

According to guests, on September 26, 2016, the Guiyang Public Security Bureau established the Guiyang City Anti-Telecom Network Fraud Center. Over the past six months since the center was put into operation, it has made full use of its platform, technology, and resource advantages to combat the new types of crimes in the telecommunications network and has achieved the "one rise, two falls, three breakthroughs" effect:

First, the number of crackdowns has risen. Over the past six months, the city has cracked 49 criminal cases involving telecommunications networks, an increase of 276% year-on-year, and 34 persons handling various types of illegal crimes, an increase of 126% year-on-year. 21.25%, both ranked first in the province;

Second, the number of cases has dropped significantly. Over the past six months, the city's acceptance of telecommunications network fraud cases has dropped by 30.9% year-on-year;

The third is that the loss of the people has dropped significantly. In the past six months, the amount of losses suffered by the people of the city due to telecommunications network crimes has decreased by 31.8% year-on-year;

Fourth, breakthroughs were made in the emergency stop payment freeze work. In the past six months, the center has carried out emergency stop payment of more than 11.28 million yuan of 697 bank cards involved in the case, and emergency frozen more than 10.31 million yuan of 631 bank cards involved.

Fifth, breakthroughs have been made in cracking down on fraudulent texting of customer service phone calls posing as banks. In the past six months, the center has detected 44 cases and arrested 30 suspects.

The sixth is to actively discourage breakthroughs in the work of preventing losses. In the past six months, a total of 121 victims of the city have been successfully dissuaded from payment, and more than 2.7 million yuan of fraudulent funds have been rescued.
