The long-awaited photovoltaic benchmarking grid price has been introduced recently. According to the notice of the National Development and Reform Commission, the national unified benchmark on-grid tariff will be implemented for non-tendered solar photovoltaic power generation projects, and the price per kWh is tentatively set at 1 yuan to 1.15 yuan. Photovoltaic companies generally believe that benchmarking prices have ensured that photovoltaic power generation projects are profitable, thus boosting the large-scale start-up of the domestic PV market.

Last year, China's PV module production accounted for 50% of the world's total, but most of it exported to Europe, with domestic sales less than 5%. "Photovoltaic modules that consume a lot of energy and resources are contributing to environmental protection in Europe. It is a pity." Song Dengyuan, chief technology officer of Yingli Group, told reporters that the long-term industrial structure of the photovoltaic industry is a last resort because of the lack of relevant subsidies in China. mechanism.

Previously, although domestic financial funds provided certain subsidies for solar roofs and photovoltaic building construction, the scale was small, far less than the actual energy-saving effect of the popularity of solar water heaters. Large-scale photovoltaic power generation projects are all priced by open tendering, and the law of winning low prices has caused vicious competition in the field of photovoltaic power generation, which has seriously hampered the investment enthusiasm of photovoltaic power generation. According to industry insiders, the second round of PV concession bidding projects launched in October last year, still 70% of the project has not yet started.

The National Development and Reform Commission has clearly stated that it will implement a nationwide benchmark on-grid tariff for non-tendered solar photovoltaic power generation projects. The solar photovoltaic power generation project approved for construction before July 1, 2011 and completed and put into operation on December 31, 2011, has not yet been approved. The on-grid price is uniformly approved at 1.15 yuan per kWh. Solar photovoltaic power generation projects approved on or after July 1, 2011, and solar photovoltaic power generation projects approved before July 1, 2011 but not yet completed and put into operation as of December 31, 2011, except for Tibet, still implement 1.15 kWh per kWh. In addition to the on-grid tariff of the yuan, the on-grid tariffs of other provinces and cities are implemented at 1 yuan per kWh.

In addition, through the concession bidding to determine the owner's solar photovoltaic power generation project, its on-grid electricity price is executed according to the winning bid price, and the winning bid price should not be higher than the solar photovoltaic power generation benchmark price. The National Development and Reform Commission will adjust the PV benchmark price in a timely manner according to factors such as changes in investment costs and technological progress.

“The larger the scale of photovoltaic power generation, the lower the cost. The launch of the domestic PV market will enable PV companies to gradually get rid of their dependence on overseas markets.” Song Dengyuan predicts that China’s photovoltaic power generation can be compared with conventional energy sources in 2015 based on optimistic industry developments. Competition, conservatively expected to achieve competition with conventional energy in 2018.
