In order to guide the healthy development of the wind power equipment manufacturing industry, prevent the blind expansion of wind power equipment production capacity, encourage advantageous enterprises to become bigger and stronger, optimize the industrial structure, standardize the market order, and nurture China's wind power equipment manufacturing industry into a new industry with international competitiveness, based on the state With regard to laws, regulations and industrial policies, the access standards have been formulated.

This access standard is applicable to wind power equipment enterprises that produce grid-connected wind turbines (hereinafter referred to as wind turbines).

I. Establishment of production enterprises

(1) The establishment of wind turbine generators must comply with the national industrial policy and the development plan for the wind power equipment manufacturing industry. The proportion of self-owned funds in the project investment shall not be less than 30%.

(2) Wind turbine generators must have the necessary production conditions and all production supporting facilities with a production capacity of 2.5 MW or more and an annual output of 1 million KW or more.

(3) The wind turbine generator manufacturer shall have a cumulative installed capacity of not less than 500,000 kilowatts for the reconstruction and expansion.

(4) The newly-built wind turbine manufacturing enterprises shall have more than 5 years of experience in large-scale electromechanical industries.

(5) In order to facilitate the transport of oversized and long pieces, the site of the wind turbine generator manufacturer should be selected in an area convenient for transport.

(6) Wind turbine generators should be laid out in accordance with the principle of establishing a perfect industrial chain with supporting enterprises of wind turbine generators.

Second, process equipment and R & D testing

(1) The wind turbine generator manufacturer shall establish a professional R&D team that covers aerodynamics, structural analysis, mechanical, hydraulic, electrical, automatic control, and software development.

(2) Wind turbine generators should master the design and development technology of wind turbines, and have corresponding auxiliary means such as wind turbine generators design and development software.

(3) Wind turbine generators should have the testing conditions and capabilities for key components such as gearboxes, generators, supporting yaw devices and frequency converters.

(4) Wind turbine generators must have factory test conditions and capabilities such as converter test, electrical control system test, and full power test.

(5) Instruments and equipment of wind turbine generators should be qualified by relevant departments for measurement and approval.

Third, product quality and after-sales service

(1) The wind turbine generator manufacturer shall establish a sound quality management system and pass the certification of an organization certified by the qualification.

Enterprises should implement strict quality management throughout the entire production process. For wind turbine generators, key components such as hubs, blades, gearboxes, generators, converters, control systems, pitch systems, towers, brake systems, etc. must be supplied to wind turbines. The company shall establish a quality control system for the procurement of spare parts, outsourcing parts and raw materials.

(2) The products produced by the wind turbine production enterprises shall meet the performance requirements of the wind power grid-connected technical standards for wind turbines.

(3) Wind turbine manufacturers should establish a complete product supply chain and after-sales service system to ensure product performance and quality.

(4) The wind turbine generator manufacturer shall carry out the reconstruction and expansion, and shall have conditions of 200 MW-class wind turbines passing the 240-hour pre-acceptance of the wind farm.

Fourth, technological progress

(1) Strictly limit wind turbine production enterprises from importing whole wind turbine technology with a unit capacity of less than 2.5 MW or purchase production licenses.

(2) Wind turbine generators produced by wind turbine generators should adopt advanced technologies and techniques such as pitch shifting and meet the international standards of similar products.

(3) Wind turbine generators should give priority to the industrialization of wind turbines with stand-alone capacity of 2.5 MW and above with independent intellectual property rights; priority should be given to the industrialization of offshore wind turbines.

(4) Wind turbine generators should increase investment in product research and development, and the proportion of scientific research funding to sales revenue should not be less than 5%.

(5) The wind turbine generator manufacturer shall strengthen the training and reserve of personnel, establish a platform for technological innovation, and improve the ability for independent innovation.

V. Energy Saving and Environmental Protection and Comprehensive Utilization of Resources

(1) When a wind turbine generator company newly constructs or expands a wind power production project, it shall strictly implement the "Environmental Impact Assessment Law," and legally submit an environmental impact assessment document to the environmental protection administrative authority that has the examination and approval authority. In accordance with the “three simultaneous” requirements for environmental protection projects, the environmental protection facilities supporting the construction projects shall be applied for the environmental protection acceptance of the project.

(2) The energy efficiency indicators and noise indicators of the wind turbine products manufactured by the wind turbine manufacturing enterprises shall meet the national and industry standard limit values.

(3) The wind turbine generator manufacturing enterprise shall not use the outdated mechanical and electrical equipment that has been explicitly eliminated by the state in the manufacturing process of the wind turbine, may not use the production process that the state has banned from using, and may not use materials that the country has ordered to phase out within a time limit.

(4) The utilization rate of production water for wind turbine generators should reach or exceed 90%, and the solid waste recycling rate generated during the production process should reach 85% or more.

6. Safe Production and Labor Security

(1) The wind turbine generator manufacturer shall abide by laws and regulations such as the "Safety Production Law" and "Occupational Disease Prevention Law", and implement the national or industrial standards that guarantee safe production.

(2) The wind turbine generator manufacturer shall have corresponding conditions for safe production and occupational hazard prevention. It shall have a sound safety production organization management system, a staff safety production training system and a safety production inspection system.

(3) The wind turbine generator manufacturer shall participate in various types of insurance such as old-age pension, unemployment, medical treatment, and industrial injury according to law, and shall pay sufficient insurance fees for the employees.

VII. Supervision and Management

(1) The Ministry of Industry and Information Technology, together with the National Development and Reform Commission and the National Energy Administration, regularly publish the “List of Qualified Manufacturers of Wind Turbine Manufacturers” that meet this access standard, and regularly publish relevant information on wind power industry in China to guide enterprises and society. The direction of investment and product technology development.

(2) If an existing wind turbine manufacturing enterprise does not meet the access standards, it shall make rectification within six months of the enactment of this access standard. If the rectification fails to meet the requirements of the access standard, it shall not enjoy the state's investment, taxation, land, and environmental protection. The policy support in terms of credit, etc., shall not be included in the "List of Qualified Manufacturers of Wind Turbine Manufacturers."

(3) The environmental impact assessment report for newly-built or rebuilt or expanded thermal power generation enterprises must be subject to the approval of the environmental protection administrative department at or above the provincial level.

(4) For wind turbine manufacturing enterprises that do not meet this access standard, the investment management department may not approve, approve or file related projects. Financial institutions may not provide ** and other forms of credit support, land management, urban planning and construction, Environmental protection, fire protection, health, safety supervision and other departments shall not handle the relevant procedures.

(e) Each provincial-level industrial authority, development and reform department, and energy management department are responsible for the supervision and inspection of the implementation of the “Entry Standards for Wind Power Equipment Manufacturing Industry” in the region. The Ministry of Industry and Information Technology, the National Development and Reform Commission, and the National Energy Administration are responsible for Local supervision and inspection of the implementation of the "Entry Standard for Wind Power Equipment Manufacturing Industry".

(6) The relevant industry associations, standardization and certification bodies shall strengthen the analysis and research of the domestic and foreign wind turbine market, wind turbine technology development and introduction technology, promote the new technologies of environmental protection, energy conservation and comprehensive utilization of resources in the wind turbine industry, and strengthen the construction of the standard system; Establish an assessment system that meets the admission criteria, provide scientific and fair opinions, and assist the relevant government departments in their supervision and management.

VIII. Supplementary Provisions

(a) This access standard is interpreted by the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the National Energy Administration.

(b) This access standard shall be implemented as of the date of issue.
